As a public agency, school districts receive numerous requests for disclosure of information, including for potentially confidential and sensitive records relating to personnel and bargaining. During the COVID-19 pandemic, special interest groups and community members have demanded access to collective bargaining documents relating to COVID-19 negotiations and reopening schools, and school districts have grappled with the extent of whether these documents, including internal confidential documents relating to bargaining proposals, communications and strategies, are disclosable. This is in addition to the regular requests from the public and media for personnel and discipline records.
